<trans-abstract xml:lang="en"><p>The article analyses the results of elections to the upper House of the Japanese Parliament, held on July 21, 2013. The author underlines that the main reason for the victory of Liberal-Democratic Party lies not in the high level of its electoral support, but in the fragmentation of the opposition. The paper examines in detail the key scenarios for further development of the party-political system of Japan, including the formation of the classic two-party system and the rule of a coalition government with multiple attendance.</p></trans-abstract><kwd-group xml:lang="ru"><kwd>выборы</kwd><kwd>палата советников</kwd><kwd>Либерально-демократическая партия</kwd><kwd>электоральная поддержка</kwd><kwd>абсентеизм</kwd><kwd>двухпартийная система</kwd><kwd>коалиционное правление</kwd><kwd>малые партии</kwd></kwd-group><kwd-group xml:lang="en"><kwd>House of Councillors</kwd><kwd>the Liberal Democratic Party</kwd><kwd>Electoral support</kwd><kwd>Absenteeism</kwd><kwd>Two-party system</kwd><kwd>Coalition government</kwd><kwd>Small parties</kwd></kwd-group></article-meta></front><back><ref-list><title>References</title><ref id="cit1"><label>1</label><citation-alternatives><mixed-citation xml:lang="ru">http://www3.nhk.or.jp/news/html/20130701/k10015720961000.html.</mixed-citation><mixed-citation xml:lang="en">http://www3.nhk.or.jp/news/html/20130701/k10015720961000.html.</mixed-citation></citation-alternatives></ref><ref id="cit2"><label>2</label><citation-alternatives><mixed-citation xml:lang="ru">Асахи симбун. 22.06.2013.</mixed-citation><mixed-citation xml:lang="en">Асахи симбун. 22.06.2013.</mixed-citation></citation-alternatives></ref><ref id="cit3"><label>3</label><citation-alternatives><mixed-citation xml:lang="ru">Йомиури симбун 21.06.2013.</mixed-citation><mixed-citation xml:lang="en">Йомиури симбун 21.06.2013.</mixed-citation></citation-alternatives></ref><ref id="cit4"><label>4</label><citation-alternatives><mixed-citation xml:lang="ru">Йомиури симбун 25.07.2013.</mixed-citation><mixed-citation xml:lang="en">Йомиури симбун 25.07.2013.</mixed-citation></citation-alternatives></ref><ref id="cit5"><label>5</label><citation-alternatives><mixed-citation xml:lang="ru">http://www.observingjapan.com/2013/07/public-support-for-abenomics-cools.html</mixed-citation><mixed-citation xml:lang="en">http://www.observingjapan.com/2013/07/public-support-for-abenomics-cools.html</mixed-citation></citation-alternatives></ref><ref id="cit6"><label>6</label><citation-alternatives><mixed-citation xml:lang="ru">Йомиури симбун 2.07.2013</mixed-citation><mixed-citation xml:lang="en">Йомиури симбун 2.07.2013</mixed-citation></citation-alternatives></ref><ref id="cit7"><label>7</label><citation-alternatives><mixed-citation xml:lang="ru">Cтрельцов Д.
